My toilet flushes fine. Lately when it is flushed something weird happens. The toilet bowl fills to a normal level, but then the water slowly drains out. It doesn't completely empty, but the level gets low. What on earth could be causing this.

pour a bucket of water down the toilet without flushing it.
Does the water go right on out like a flush? yes, you have a toilet problem...no you have a drain problem...
If yes, the water went down and flushed itself out, then you need a metal coat hanger. You need to bend the coat hanger so it can poke into the siphon hole at the bottom of the toilet and the holes under the rim of the toilet. Mineral deposits have partially clogged the holes so the water from the tank is released slower than it should. You can also try treatments of vinegar or even acid, but I would not recommend it as the toilet can be stained.
If you have a drain problem, this will envolve removing the toilet and checking for objects stuck in it or even a drain clearing machine to 'rod' out the drain.
