Had water leak under sink...ended up with surface mold...cleaned with diluted bleach solution, as well as with vinegar mist (recommended by several web searches).

Smell remains...thinking of sanding, refinishing, and sealing with waterproff (poly most likely). Will this take care of smell, assuming source of mold has been elimated?

Odor may be coming from beneath the base of the cabinet if leak entered that area. If so, cabinet bottom may have to be removed to address odor problem.
