I was told a long time ago that the minimum finish for latex paint on walls in a home should be "eggshell" finish, because if you you flat celing paint, that is not as durable when cleaning/washing the walls. I was told that the "flat" finish can wipe off. Is this true? thanks so much

Perhaps a more accurate way of putting it would be:
An eggshell finish is more washable than a flat finish
And:
With a cheap flat paint, you can actually wipe it right off when trying to clean it

That doesn't mean you shouldn't use a flat
It's just that if you expect to clean it eggshell would be a better choice
High traffic, kids, fitchen, bath...those places egggshell is generally better

Not all paint is created equal. Some of the really cheap flat paint can be scrubbed off the wall. Most quality flat paints are scrubbable but not to the degree any enamel would be.

It is never a good idea to use 'ceiling paint' on walls.

I used a flat paint in a kithen once because it looked so good, burnt orange colour with real cedar (1980s). I can't say the paint came off when I scrubbed, but any even light scrubbing left a mark.
