When there is an alarm, the panel seizes the phone line ok, but it doesn't seem to dial out (No entry in the log of the monitoring company). I did enter the station phone# and account# into the panel.
why does the rj31 jack that come with the alarm panel only use 4 terminals: Red, Green, Black, and Yellow? The other 4 terminals are not used.
Here is how I wired the phone connection:
1. Connect Data cable to panel: Brown(21), Gray(22), Green(23), Red(24)
2. Incomming phone line: to rj31 Red and Green terminals
3. Black and yellow from rj31 to home phones.
4. Plug the data cable to rj31
What am I doing wrong?

There are ways to wire those other terminals in order to trip a tamper zone if the cord is unplugged. There are a few other tricks that can be done with those other 4 wires, but not generally done for a residential install.
If you have the phone number and account correct, the correct format for what they are expecting (contact ID, I would guess). All of your zones have been programmed to a working report code? (for CID this means any number in the first digit of the report code in the zone programming; for something like 4+2 then the code you want the zone to send)
Read back your account and phone numbers, and make sure that the settings in *47 are correct for your situation (which is usually 3 for tone dial on WATS line).

If you have access to a proper butt set, you can listen to the panel while it tries to dial (I've often caught phone lines with long distance blocks on the line like this).
I still suspect that you may have a report code issue (if they aren't set correctly, the panel will dial in and connect, but not actually send any data).

With report code, I set all my zones to [01] [00] (my panel use CID). That should be ok right?

I swapped the wire pairs on the rj31 and it works.
It should be phone line to yellow & black terminals and home phones to red & green terminals.

What probably happened, is that your in and out got swapped at the NID. Also, some alarm techs wire the pairs the way you ended up using because it's less confusing to not have the one odd colored pair connected to the house lines.
