On a container of spackle that I bought today, the label said "will not flash paint" and "do not use as skim coat." What do these two terms mean? Thanks.

I assume 'will not flash paint' means that it doesn't need priming, in other words won't show when painted without using primer. I wouldn't trust not priming - better to prime the repair and not have to worry.
Skim coating is when you apply a thin layer of mud over a large area. Spackling is not designed for this. It should only be used for minor repairs.
