This house (1910) has many walls that have painted over wallpaper. I've tried peeling some in the livingroom but it is a mess and seems to be damaging the plaster underneath. Is it easier to skimcoat a mess like this and is it something a reasonably handyperson can do?

I don't like to paint or mud over paper but with your situation [old plaster - painted paper] it is probably the best way to go. Make sure any loose paper is removed. If the paper is smooth you shouldn't have to apply much mud. Basically you just want to fill any seams or places where paper is missing. Apply a thin coat of mud so you don't have to sand a lot of excess. Be sure to prime the mudded areas.
