Hi All,
I got the same problem, as Fred in archive No. 236. After I programmed my PC1565, the Zone lights went out, and System LED was ON continuesly. I tried to do a hardware reset (PGM1 shorted to Z1), but Z1 LED didn't light up. Nothing happened. When I power up the system now, a short chirp comes from the keypad, then after about 10 secs Sytem LED and backlight switches ON, and keypad doesn't respond to anything. Even when press & hold # for about 5 secs, and then press 1, nothing happens.
Anyway, the keypad seems to work, because removing the YEL and GRN connections causes to start beeping after 30 secs (2 sec long beeps in about 5 sec cycles). Pressing the buttons at that time cause short beeps, pressing & holding # for 3 secs causes 3 short beeps.
16V AC OK, 12V DC OK, what should be the voltage on YEL and GRN (in DC they show 7.5V and 10V).

Installer's manual, session 3.6, global keypads: If the keypad was defined as global, then the partition must be selected first by [1] or [2], else nothing would happen! And it's there! Now I've learned something again: If you have problems after reading the manual, then read it again more thoroughly!!!
