My 21 inch 2 cycle snow blower just started running extremely rough. There is a little oil residue coming out of the exhaust pipe. I use one gallon of gas to 4 oz. of oil. It has been running fine for the last 5 years. What could the problem be?

Sounds like the carb. might need a little adjusting.Bring the high speed screw out about 1/8 to 1/4 turn.Also check to see if the muffler and exhoust ports are clear.if engine not running right blades wont do right ether.
PS-Take a look at your owners manuel again,I've never had to put more than 3.5 ounces of oil to a gal.of 2 cycle fuel.(any brand name engine)
