Well I just about have all this figured out thanks to all the
help from this forum.

However I have one problem left. The diameter of the
hot water heater is 22 inchs and the drain pain I bought
is 26 inches. Still I cannot access the drain spigot with
my water hose to drain the water heater every 6 month
to remove sediment. There is not enough room from the
drain spigot to the side of the pain to screw the hose on.
I know they make a 30 inch pan however I do not have
the room for such a size pan. Any ideas. I noticed on
electric water heater the drain spigot is located lower on
the tank then they are on gas models. Mine is an electric
model. Thanks again.

Larry,
Is the pan edge higher than the hole the drain valve is in? If not, you could replace the valve with a ball valve and buy an adapter (brass) that goes from pipe thread to hose thread. This may be an option. Good luck.
