I am redoing the ceilings in a house i just purchased. The people there smoked and i wanted to repaint the whole house. Would just spraying a new coat of ceiling paint cover the ceiling, mask any smoke odors? It is a sprayed white popcorn looking ceiling. It does have some areas that look dungy and i haven't figured out a way to clean it without destroying the popcorn stuff.

Best way to cover smoke odors/stains is a coat of Zinsser's BIN shellac primer.

I agree with PWG although it is possible that latex paint will cover, it really depends on how much smoke and nicotine is on ceiling/walls. You are correct that popcorn is not washable.

There's no good way to clean it, paint just "might" do it, the best way is B-I-N then paint
