Is there a product to restore the finish and cover scratches on aluminum windows? They are that blackish-brownish bronze color.

If the scratches are actually in the paint, you would have to purchase touchup paint that matches the original color. It can often be obtained directly from the manufacturer in small spray cans.

Is it "paint"? It's more like a powder coating or something, very thin.

It may be anodized alumunium which is not a painting process. Touching-up, regardless of the finish is difficult to do without it being noticed.
