Some cheap ones rattle and vibrate. Some are bought based on price.
No fan moving an appreciable amount of air will be quiet. Usually, the literature gives the specifications for the sound level (sones).
If you want a puny little one that gives some ventilation, it can be quiet. If you want enough power to move at lot of heavy, wet, steamy air out a vent 25 feet away, it will be much noisier.
