water to hot tripping thermal on two element white hot water heater.what should resistance reading be on heating elements?how can i tell if thermostats are bad?

As troubleshooting goes as far as rectifying the problem, I would suggest checking the elements to see if they are in working order and replace the upper and lower thermostats. Replacing one of them may or may not be the answer; being as inexpensive as they are it is fruitful to do both at the same time to confirm a proper repair.
I follow this logic to my customers since the cost of the second thermostat is next to nothing in result of avoiding to calls to service the water heater.
Removing and inspecting the lower element might show indication of the need of replacement.
