I just bought a house with a Kenmore Gas stove/range. Model 911.3542090. Stove top works fine but oven doesn't. Bake will not do anything and broil will light top burner for a minute and then it goes out. Clock and everything on control panel seems ok. The panel acts like everything is working i.e. shows bake or broil and on.

Strange/unusual problem. No fault codes appear? If one does, what is it?
I suspect that model uses both burners to preheat. Likely both hot surface ignitors (HSI) must be working or the unit shuts down. Just a guess here. Try replacing the ovens HSI.
If that HSI does not glow and there are no fault codes that appear, replacing the ignitor may be the only first step choice in trying to fix the problem.
Be sure the gas to the oven is on. May be a small shut off (isolation) valve to the oven only. Not uncommon. Valve will likely be located under the bottom inner panel in the oven compartment. Small brass or bronze valve with a thin metal rod used as a lever.
Retail parts dealers and appliances parts stores can also help determine what the possible problem may be based upon that specific brand and model. Bring the make, model and serial numbers. Dealers and appliances parts stores are listed in the phone book.
Additional Suggestions:
Read the manufacturers online web site for product information, problem possibilities, causes, solving methods, part locations, disassembly, reassembly methods, repair procedures, pictorials, schematics, repair and or owners manuals which may be available online.
Cautionary Note:
Before attempting any repairs, be sure to unplug the appliance from the wall receptacle power source first.

I removed both ignitors and they ohmed out at about 90-100 ohms. Swapped positions and now bake works great but broil turns on and off every minute or so. Is this how the broil function works? Does it cycle with temp?

No. Broiler burner is not suppose to cycle on and off. Should remain on and the ignitor should also for both oven and broiler. In the oven the ignitor remains on as long as the temp is not reached. Once temp is reached, ignitor cycles off and so will burner. Broiler burner and ignitor remains on at all times. Should not cycle on and off.
However, some broilers, on some models, will cycle the burner on and off but only to prevent overheating. Overheating is considered to be above about 600 degrees or more.
To solve the ovens initial problem, replace the ignitor (HSI) and be done with it. No real need to ohm or test, etc. Problem discovered. Weak ignitor. Replace and problem resolved....:)
