Is there any sort of floor leveling product that can bond right over the top of old carpet adhesive? I'm putting in a floating laminate floor, and there's about a 3/4" rise within 4 linear feet on the existing concrete slab (basement). This rise occurs around the perimeter only.

No, there is no product that recommends going over old adhesives. They must be scraped up.
