My problem is i bought a house but some of the spaces in there is not declared in the city or built illegaly. I want to legalize those spaces such as 1 bed room upstairs (inside the attic) and a stairs .
My question is what should i do or what steps should i do so that i can legalize those spaces. Thanks

Call your local building permit office and explain the problem to them. They can advise you on the proper way to get the additions "legal". Be prepared to spend some time/money correcting issues that are "not to code".

Depending on what the previous owner did, this has the possibility of getting "spendy".

you'll likely have to add a fire alarm to the bedroom if it has a closet or you call it a bedroom and up to todays code. I had to do that to my house when I finished the upstairs and had to replace all the alarms in the house....It was 10 years old at the time but I did notice that the alarms had an expiration date of about 10 years anyway on them. Not all alarms are compatable with others so get the brand you have and model# and have that with you and they can likely tell you what to buy.
