I am planning to hire someone to install engineer wood floor. What is the general procedure to find good installer? Do I need to do any record check of installer? Do they need to have license? Do they suppose to do moisture level test before installation? thanks for your help.

Yes to all. Some states don't require the contractor to be licensed. California and Arizona, do.
