Hi there, i have a Citizen jctv2704 that will not turn on anymore after a power outage last night. I tried to unplug for a while a plug back in, I notice its making a very low whining noise and low clicking. You have to kinda really listen carefull to really hear it.

I check the fuse its fine. Could someone might be able to point out what could be this problem is and if replace able?
