I think it's creosote. It's a black shiny tar looking substance. Its caked on in the top corners of the insert. I've tried a wire brush. No luck. It's a used unit and I'd like to get it all cleaned up. Do you have any idea what may loosen this stuff up?

May have to chip it off. Try a hammer and chisel. Tough job and messy too. Be sure to cover the surrounding areas. Creosote, if that is what the stuff is, is extremely difficult to remove from almost any surface. Especially rugs... :(
