Hello: gypsywind.

The last item to suspect, imo, is the water heater. The internal tank is air pressure tested to be sure there is no leaks, Once that is done the final assembly is completed, installing the insulation and outer decorative cover. The test would likely, but not positively, determine if the tank had any type of internal blockage and or restriction.

Suspect first the assembly to install the tank. Recheck every part (flex lines, if used.) Inspect both inlet and outlet lines looking into them for anything which may cause a restriction and or obstructions missed during assembly.

Had such a case recently with one of our field service persons with the same or closely similar problem. Blockage inside one or both flex lines. Same applies to solid pipe (if used) and one or more unions (if used) or couplings (if used).

Depending upon what part(s) where used during the installation is not mentioned so we have no idea what was installed beyond the new tank. If you also installed a new outlet water shut off valve, check that also.

If the pressure and water volume was okay prior to installation, it seems safe to assume there is a problem which was and is caused by parts and or method used to install the new tank.

The task is to determine by retracting and back tracting what was done installation wise and parts used, providing there is no pressure problems throughout the entier house.
