For the last few months, the recessed flourescent lights in my kitchen (2 fixtures, 2 bulbs each) have flickered, but if I turned the switch off then on again, they would come on properly.
Today all four are flickering constantly. Leaving them on doesn't change it, and turning the switch on/off doesn't change it.
I feel like I am cooking with a strobe light.....suggestions?

Bulbs or ballast. How long have the tubes been in the fixture? Check each of the tubes to see if any show signs of darkening at the ends, a sign it's reached the end of its lifespan.

I did change one of the bulbs and there was no change. So sounds like it would be ballasts? The fixtures are probably 20 years old, should I just get new ones?

Compair the price difference of a new ballast to a new fixture. It may be pretty close. You could also step up to a T-8 fixture with electronic ballast and it will even save you a buck or two on electric.
