Recently had water shut off, now it's on. Now I can't get any cold water in my shower. It runs cold for a minute then it get really hot. every other fixture in the bathroom is normal. When the water came back on I had to go around to all my fixtures and clean the nozzles. They were plugged up with dirt. I tried to turn the handle in the shower to where the hot would normally be and it is still hot. So I don't think it is reversed. The fixture in the shower is a turn left for cold and all the way left for hot.

You will have to take that shower valve apart to remove the dirt/debri. If it is a pressure balanced valve, it sounds like the spindle is clogged, thus not allowing free movement. You can take those apart to clean. Run water through the shower valve with the cartridge out.
