most of the time whenever i turn on either faucet handle halfway, a humming/vibrating noise comes from the handle and the only way i can get it to stop is to turn the handle all the way on or to smack it really hard.

anyone know what the problem is and how i can fix it?

Depending on the faucet brand and style, my thinking would be that the packing nut is allowing free movement of the stem which is ultimately attached to the handles. Let us know what kind of faucet and go from there.
