I have opened up the basement wall, removed the insulation and can see the plastic flashing sitting on top of the poured concrete basement wall...my problem is that when it rains from that side of the house, the water is infiltrating somehow under the flashing and back into the basement, instead of draining outside through the drain vent on the bottom row of brick. I guess the slope of the top of the concrete wall is towards the basement, not the outside. Any suggestions? (without having to take the brick down and start over).

Could I remove the motar and slide flashing under, then repair the motar without the whole wall coming down on top of me?

any suggestions would be appreciated
