I live in a multi-dwelling apartment, my husband and I are trying changing the bathroom sink. We shut off the water under the existing sink, but when we turned on the faucet to make sure the water was completely off there was still water coming out. The shut off valve does not turn any further than it already is. Is there a way to cap off the water flow. Building maintenance is not going to inconvenience entire building just for us. Any advice welcome. Thanx

If the water pressure is "greatly reduced" with the valve shut off, you may be able to use two buckets while changing out the sink. Let it run into one bucketr and then slide the other one under the valve while you empty the first one. Thats all I can think of since maintenance won't shut off the water long enough to change supply valves. Good luck.

You may not have a problem. Open another water faucet that is lower that the one you are replacing. The pressure will be relieved and should stop running. If not then the 2 bucket rule will have to apply.
