I have a customer wanting me to build a boardwalk over this really swampy area.
Some spots are actually underwater by an inch or so.

Is there a special concrete that'll set underwater?
I'm mostly worried about this thing sinking, as many spots are VERY soggy, and the weight would certainly be a problem.

any advice would be helpful.

You can place concrete underwater. Normal concrete or dlightly stronger will do. The biggest problems are getting a solid base underwater in the swamp to place it on and getting the concrete accross the swampy area.

alright, thats what I needed to know.
I think I'll go down to the place that makes septic tanks, and buy up a bunch of tank lids :-)

might bury them, set the post on top and pour the concrete around it.

transporting across the swamp is an issue... I think we can handle it tho.
I'd just hate to see this sink.
