Electric Blues

I posted this on the water heater board but thought I might post here as well. I have an electric water heater that is tripping the circuit breaker. It stays on for less than a minute before tripping the breaker. I don't see any sign of leakage. I do hear a weird buzzing noise coming from the circuit breaker until it gets tripped. I also noticed that my sump pump has not cycled since I got home which is unusual, although that circuit is in tact. My question is, does the sump pump somehow tie in with the water heater? they are in the same room and are less than 10 ft apart.
