The walls of my garage are covered with cement, I think. I want to attach peg board. How would I do that? Will I be able to find a stud through the cement? Do I need to attch furring strips or something to the cement and then attach the peg board to that? What type of screws, drill, bit, etc?

You will have to put up some furring strips here first. Thats so you can put the little hooks in the peg board. Check home depot and lowes for cemment nails or what ever you want to use to hang it on the wall.

Look for tapcon screws. They're made for concrete. There won't be a stud in the concrete, if that's what it is.
Is this garage below the house?

Tapcons work great for attaching things to cement.
You will need a drill bit and a drill too - often supplied in the boxes.
Don't get the phillips headed ones, they strip out. I use the ones that you can use a socket on.
