I just removed 2 small walls of wallpaper (using a scorer, DIF, scraper). 2 coats came off (the outer paper and the glue coat). Now I have a light blue/minty green looking wall left. What is this? Is it more glue of some sort? Is it some weird drywall/sheetrock material? It does not seem to be paint.

The house was built in 1965 and I don't know if the paper was original or more recent. If I try to scrape at it, I immediately reveal brown, fibrous stuff and make a gouge...so I stopped scraping at it. What is this stuff and what do I do? We planned on painting the walls, but we could wallpaper over this if that's a better option.

....Well, now that I go back and look at it when it's dry, it may be paint. It's not blue now, but a mint-green and looks more like paint when it's dry. And the original owners seemed to love decorating with mint green since it's all over the house, so perhaps this was a previous wall color here too. But any input would be welcome, since it may be something else???

It is most likely the surface of the drywall. I've seen them come in a variety of flavors: green, blue, orange, and yellow. I wouldn't try to remove anything further.
