I'm looking to re-paper my bathroom. The old wallpaper did not hold up well. Most of the seams opened up (from shower steam?) and peeled away. Is it common for paper to peel in a bathroom, or was the wallpaper not applied correctly?

This really depends on the type of paper, preparation, and primer/adhesive combo.

No primer was used. The paper was put over unprimed sheetrock. I assume lack of primer is NOT a good thing.

No primer is a bad thing. I paper bathrooms all the time, never a problem. Remove all the paper, and clean the walls. Prime it with a coat of Zinsser's Gardz, and this wil seal down the drywall. Then prime it with a pre-wallcovering primer, I would opt for R-35. This can be found at a Sherwin Williams. When you install the paper, don't rely on the prepaste. Apply your own paste to back of the paper with a 3/8" or 1/2" nap roller. I would use a heavy duty clear adhesive, like Dynamite 234, or Roman's 880.
