Ok my girlfriend just moved into a new apartment about 2 a week or so ago. Well lastnight she did here first decent sized food shopping. This morning I went to get some milk and everything was frozen solid. So my first thought was the setting was to high, well it was set on 8 out of 10, so I dont think it was high enough to freeze everything, so I turned it down it down to 7. WOW was that a huge mistake, tonight I looked in the bottom draw and it is FULL of iced water!!!!! Now Im pretty sure this is an older fridge, but the freezer works decent, nothing really melts in the freezer, to mmy knowledge anyways. So how can I go about fixing this problem? It is a GE. I really need to get this fixed. So does anyone know how to fix this, any help would be great. Below are links to what the draw looks like.

There is thick layer of ice on the top, thick enough for me to put a fair amount pressure on it without it breaking

First you should consult a trained technician to evaluate your problem. Ice on the top generaly could be that you may have an ineffiecient compressor, Your thermostat is prematurally failing, or you have a restricted air flow by a defrost problem to the fan in the freezer is not working

If she is renting, contact the landlord or reality company she is renting from. They are responsible for keeping the appliances working so should get someone out to look at the refer.
I have to ask....Where did all the water come from?!?!?!?!? Does this thing have a ice maker that is running water all/most of the time?!?!?
If you are all set to fix this thing yourself you will have to get the model number and someone here may be able to help you. It takes about 24 hours for a setting change to make a differance in the temp.
Your temp setting adjusts the temp in the Freezer. There is a damper in the venting system that allows more or less of this cold air to leave the Freezer and enter the Fresh Food (refer) department. So in many cases you have to find a "happy zone" where both are working correctly. Freezer temp should be around 0 -10 degrees and fresh food should be around 40 degrees.
Does the compressor run all the time? Will make for a good electric bill. The compressor should only come on once in awhile to cool the refer down. There is also a time when it shuts down and the refer goes into a defrost mode. This heats the coils (depending on model) to a point to remove any ice that may build up on them. This water runs down a tube to a pan under the refer where the heat from the compressor causes it to evaperate. Than the refer goes back into the cooling phase and cools everything back down again.
By your discription the refer is not coming out of the cool cycle and things just keep getting colder and colder. By the way, I would start off with 5 as being a good setting. I just can't get over how much water you have in the bottom tray?!?!?!?
Anytime you post an appliance problem the model number is very helpful. It gives everyone an idea of what type of appliance you are looking at. Some have known or high failure parts and it can make it easy for the pros to say, "Oh, I have seen this a hundred times and 95% of the times it has been this......"
