Call the manufacturer of the under cushion, they are all different and want it done a certain way for their product.

typically I think the non-foam side goes down to provide the vapor barrier. Howver as above it can be specific to manufacturer.

If it is for a moisture barrier and the plastic is on the bottom, how are you going to tape seal the seams?

Some have a peel and stick seam, just for that reason. They want the thicker plastic side down.

The only information included was this:

I have taped the seams with the same tape I have used to tape the vapor barrier in my crawlspace. It is pink and is made by owens corning, it was made specifically for taping vapor barriers
