I'm moving to a new house outside of Allentown, PA. The standard insulation is Rblown R30. I have an option to upgrade to blown r38 for $350. Is there really a big difference in the 2? With heating costs going up this winter, will I save a big difference? How much per month on average? Does this also help keep the cool air in when the A/C is on? And how much if I decide to install myself?

Check with your local building code office to determine the recommended R value and amount of insulation recommended for your area. There is a point of diminishing returns when it comes to insulation.
Cost of labor and materials tends to vary from area to area. Adding batt insulation is a DIY project. Purchase faceless batts (no vapor retarder) and roll out over existing insulation. Adequate insulation saves on both heating and cooling bills.
