I have done Venetian plaster before, but my friend wants to do it the easy way and NOT remove the wallpaper. There is no visible peeling and no texture to the paper. Is there a heavy primer or something that could be rolled on as a base to the plaster?

he should at least try to remove the paper. it might come off easier than he thinks. if it turns out he can't remove it even after soaking it, then he can rest assured that all the moisture from the Venetian plaster won't cause the paper to fall right off the wall.

Gary Lord, in his books on faux finishing, says that almost any textured finish can be applied over wallpaper as long as the wallpaper is well adhered. I've never done it before, so I don't know what primer would be recommended. Lord also points out that if a textured finish is applied over wallpaper, it will be easier to remove if the homeowner decides to change it later.

that's the little detail your friend needs to confirm, by TRYING to remove it. what if he pulls on a corner & it comes off easily in big sheets? he'll be glad he tried. i still say, an attempt should be made first.
