Can we lay a carpet without a carpet stretcher, and if so, what is the best way? The carpet is 12 X 18 ft.

The only way I lay carpet without stretching it is when there is no pad and it is glued down. I have seen carpet laid without stretching but it does not look good. Consider at least renting a knee kicker to stretch it with. The 18' length will require a power stretcher to do the job right.
