just tonight my alarm started beeping like a short is going on and sending a panic signal to central monitoring. How should I start trouble shooting this?

The first thing to check is the condition of the panel's backup battery. Some older alarm systems behave oddly when the battery fails. Are you sure that it's sending a _panic_ and not a _trouble_?

I checked with central monitoring and its a panic on zone c

Well, the battery condition is one, another is the condition of the keypad. This is an old enough model, that the keypad may be failing and sending spurious signals.

They are saying zone "C", which only makes sense if it's a keypad panic (possibly the medical/aux panic (B/A and # at the same time). The keypad also has wiring for a remote panic switch. If there was never a switch installed on these wires (white ones on the back of the keypad) and the wires somehow shorted together, you could get a panic.
