backgorund-- my heatpump would not work. . He replaced the unit in the garage.
(don't really know what they call it. ) The replacement has these markings:
MODEL #ARUF036-00A-1A
HEATER KIT MODEL USED--- W/HKR-08(C) MBS-L, HA-25.2/29.1, MCA 34/39, MOP-40/40. This is what was replaced. He also replaced the mercury type thermostat with a digital model (Robertshaw 9420) .
The house cools ok. But there is one problem. It never go down to the set temperature. If set to say 77 degrees, it will go down to 77.5, if set to 75, it will go down to 75.5 Always 1/2 degree above the thermostat setting. So the fan inside is continously running. It is on auto/cool.
I posted the problem before and i have these response by;

Check the wiring on the thermostat. Make sure the wire going to the "G" terminal is not touching anything else.

while you are in there checking wires you may want to completely remove the green wire and if your blower fan continues to run go to the furnace cabinet expose the green wire there and also remove that end, now if the blower fan continues to run replace the blower fan relay as it is stuck on. If in doubt call in a Pro for a service visit, they can usually use a few bucks to feed their families
I told my friend who installed it about the problem and also mentioned the recomendations of both Grady & DNT1. The guy instead change the whole thermostat with a new one Honeywell T8411R. . , and set the temperature to 75 degrees .and told us it will go down to 75 degrees in a few hours. Now it is over 12 hours since he set it, and now it is reading 85 degrees. The house it hot. The inside fan is blowing and the fan outside is also running.. the electric meter is running fast also so I figure high elctric bill comming.
I just called my friend who worked on it to see what could be done.
My friend is trying his best to help me, and I am trying to help my friend help me, by asking you guys what could be the problem, so I could tell him.
by the way the outside unit has these markings if it will help JANITROL MODEL CPKE30-1B

Wow best be calling in a Pro, way to many variables, need a expert to look over the work already done.

Sounds like either the auxiliary heat is running or the heat pump is in heating mode instead of cooling. The thermostat is connected incorrectly, is a model that doesn't work with your heat pump or there is a problem with the wiring. As DNT1 just said, it might be time to call in a pro to get things straightened out.
