My steel insulated doors were originally painted w/ latex over a decade ago. Can I apply oil based enamel after cleaning the doors?

Should be ok. There are however some metal doors that are advised by the manufacture to be painted with latex only. The reason behind this is some doors have very thin steel which expands and contracts with temp changes. These doors when painted with oil [which is less flexable than latex] may peel [down to the glavanize].
