Latex cannot be applied over oil. Unless...it is prepared properly, i.e. a very good sanding and an application of a primer.

Latex over oil is like water and oil. They separate.

Latex can't be applied over oil on interior work unless properly prepped. Usually it is ok to apply latex over well weathered exterior oil paint. Interior oil can always be applied over latex. Although the paint reps say you can use ext latex primer and then top coat with ext oil I don't believe that is a good idea.
If the oil stain is well weathered [doesn't repell water] there shouldn't be a problem with top coating with latex.
