My 27 inch Toshiba picture is getting longer, so much so that words on the bottom of the screen are disappearing below the lower frame of the cabinet. The sides of the picture are also beginning to pinch in at the middle like a slight hourglass shape. What does this sound like? Is it likely to be expensive to fix? Is it time to get a new set?

Good Morning, Michael:
The condition you describe is called "Vertical Overload" and the problem is component oriented. Normally this problem is the result of a leaking capacitor
that is allowing B+ (power supply voltages) into areas where it doesn't belong. Assuming that your television is solid state, it won't be long before the Vertical Output (Vertical Driver) will give up its life.

Capacitors (or often called condensers) are not one of Japan's fine points and the most of the failures noted in Toshiba products result in the failure of one or more of these items. While the component, itself, is inexpensive, the resulting smoke that results is often costly.

If you can find a shop to work on this unit, it will be expensive in this day and age. The television set is now known as a "throw away". Shops are charging enormous prices for labor. So, for a bad 75 cent component, you could well pay over $200 to replace. If you have a friend that is adept in electronics, the fix is not too expensive at this point. Parts may run $20. The choice to buy a new one is yours and yours alone.

Smokey ;)
