Voltage is there, my question is, if the capacitor is bad would the compressor hum or make some sort of noise? This is an old unit and several years back had to have a restart capacitor to help the compressor start. Now it won't come on at all. Fan runs but no compressor.
Any help would be appreciated.

It could be that or the start capactior or the start relay.. You have voltage going to the compressor?

Thanks Jay, 240 volts is going to the compressor but I cannot hear a hum or any noise that it is trying to run. I hate to spend the money for several capacitors and find out the compressor is bad.

Ok, if you have power right at the compressor, the TURN OFF power, and remove the wires, and take a reading from each post on OHM to see if there's an opening in winding and also other reading from post to ground to see if there is a ground.
