I put in new insides in my toilet but now the bowl doesnt fill up enough, what should I do?

The bowl level is controlled by the built-in trap contained in it. It retains the water to seal out sewer gases and the rest goes down the drainpipe. Unless you are getting a "short flush" there is no way of filling it higher. Try pouring a bucket of water into the bowl. If the water level increases, you will need to adjust the flapper to let more water into the bowl. The chain on the flapper should be adjusted so the flapper has "just enough" slack to close and seal. Also check to insure that the water level in the tank is proper. It should be 1/2 to 3/4" lower than the top of the overflow tube. Good luck.
