Last year we purchased new a 13" GE TV with attached VCR for our RV. Now we are wondering if TV is cable ready because when we went to an RV park that provides cable, all we could receive was 13 channels and there was more channels than that provided by the park.

If you have purchased a television set then it is a good bet that it is cable ready. Anymore, they don't market a television set for the just broadcast channels.
In your case, I suspect there is a menu program installed within your television set that gives you the option of changing your antenna from broadcast to cable. Right now, it is set for broadcast television (channels 2-13 VHF and Channels 14-86 UHF). Cable television channels occur between the VHF and UHF band. When you change the menu setting to Cable, Channels 2-13 will remain the same but Channels 14-100+ will be cable
frequencies.
