I bought a chandelier that is supposed to be hung and the ceiling and plugged into a standard outlet. Is it possible to rewire it so it can be used as a ceiling fixture?

You said that it's designed to be hung (presumably from the ceiling). So it seems that it needs no rewiring to be used as a ceiling fixture. It seems to already be one.

What did I misunderstand?

Possible, possibly, but it will likely void the UL listing of the fixture, as it has be approved as a cord and plug connected luminaire..
