I own a home were all the rooms are wall papered. The older paper comes off easy when I score it, soak it with paper remover and scrap it off. My problem is 2 rooms have older paper with what looks like to be metal foil as part of the paper. I have tried to score and soak but I cant get past the foil. Any ideas on how to concore this problem?

Foil is notorious as being a nightmare to remove. In this case, I would recommend sealing over it, skim coating the uneven areas, and repriming.
