How can it possible to commit a soft insurance fraud on the number of mileage per year? Aren't the insurance companies noted the mileage level at the time of insuring the car?

The insurer won't send someone to read your odometer but can usually reasonably verify it through the DMV (if your state has emmissions testing your mileage would be on record as of a specific date). One of the larger factors in mileage based premiums is how far you travel to work each day since personal miles are such a variable from year to year. I suppose someone could lie about where they work in an attempt to lower their premiums a bit.
