I have three toilets that runs for 15 seconds (at different intervals) throughtout the day and night, which then causes the water heater to make a clunk/knock noise. A plumber has adjusted the flapper and water valve floater several times, but the problem still remains. What's the problem?

High water pressure could be causing the fill valve in the toilet to overfill the tank into the overflow tube. The sudden shutoff of water from the fill valve might also be causing the sounds in the water heater. Test your water pressure to see if it is high; anything over 60 is high and anything over 80 usually requires protection, some states require that protection.

I will try to help the situation. Its rare to have three toilets have the same problem. Take some food coloring, you can get this in the baking section of the food market. Dump into the tank, wait a half hour or so, if you see the color in the bowl, your flush valve is leaking, [the flapper is bad]. The water heater problem, I'll have to think on that. Luck.
