The Floating Ball In My Toliet Doesn't Go Up When The Water Fills Up The Tank, In Order To Stop The Water From Going Down The Over Flow Tube At The Top Of My Toliet. Please Tell Me How To Fix This. Thank You Dan :)

DANUZAN, Welcome to the DIY Forums.
A couple things can cause this. The ball may be riding on the tank wall. If this is it, bend the rod a small amount to get the ball away from the tank. The ball could also have a hole in it and is filled with water so it doesn't float. If so, you can buy a replacement ball. They just screw onto the rod. My choice would be to replace the fill-valve with a Fluidmaster 400A fill-valve and do away with the ball all together. About $6 and they come with excellent instructions for installing. Good luck and let us know how it goes.
