I am trying to fix a fluorescent light problem for someone. When the wall light switch is turned on, the light tubes near the ends with the pins (these are two U-shaped bulbs - this is a 2'x2' recessed ceiling fixture) glow very dimly, then after several seconds the lights will come on. I changed the bulbs, checked the wires for tight connections and this still happens, although now they don't come on.

I have not checked the voltage, but it has worked like this for quite awhile. I don't think there is a ground wire connected to the fixture housing (old wiring in this house). I don't think it's the ballast (Advance Transformer Co), but I don't know.

Any suggestions. Thanks

Check the ballast for installation instructions. It might that a ground is required to connected tothe metal frame of the fixture.
Lack of ground could be the problem.
