I removed the old tile from a bathroom wall and was surprised to see the concrete backing. I wall has some of the old glue still present, can I re-glue this and install new tile??. The wall is dry and solid just has glue streaks from the old tiles.

Old mud wall or cementboard?, either way, if solid no cracks or evidence of leaking, yes, you can go over it, scrape off what you can of the old adhesive, when setting the new tile, use a Modified thinset, no mastic or anything that comes in a bucket.:)
